in a report by prosecutors, who ended their investigation yesterday, it is alleged that Mr Berlusconi's parties began with dinner and ended with the Italian prime minister selecting a sex partner, or partners.
Mr Berlusconi, 74, is accused of having sex with Miss El Mahroug, a Moroccan belly-dancer known as Ruby the Heart Stealer, when she was aged 17. He will face trial on April 6.
The report also recommends that three friends of Mr Berlusconi face trial for procuring prostitutes on his behalf.
Nicole Minetti, a regional councillor in Lombardy, Emilio Fede, a television executive, and Lele Mora, a talent scout, are all accused of procuring the sexual services of Miss El Mahroug and 32 other women. All three have denied the allegations.
The prosecutors allege that the aides acted together in a criminal scheme to induce Ruby into prostitution.
n an eight-page document the prosecutors indicate the alleged offence of exploiting an under age prostitute took place between September 2009, when Ruby was aged just 16, and May 2010.
The timing implies that the prosecutors believe Ruby was being groomed from the moment she was first noticed at a beauty contest in Sicily, long before she attended what investigators believe was her first dinner in Mr Berlusconi's Arcore mansion on February 14 2010.
The document says that Ruby "committed sexual acts with Silvio Berlusconi, for payment in cash and other compensation, at his residence" on 13 occasions from Feb 14 to May 2, 2010. Ruby, who has since turned 18, was 17 at the time.
According to the document, the evenings proceeded in three phases. Dinner was followed by erotic dancing, dubbed "bunga, bunga". During this phase, the women were either masked, did a striptease or erotic dance.
The evening ended when Mr Berlusconi chose "one or more girls with whom to spend a night of intimate relations, people who were paid sums of cash, or other compensation beyond what was given to the other participants".
The document alleges that Ms Minetti arranged payments to the women, while Mr Mora and Mr Fede "identified young women disposed to prostitute themselves in the Arcore residence of Silvio Berlusconi".
Both Mr Berlusconi and Miss El Mahroug deny that they had a sexual relationship.
